Barmish Riviera

Situation:
Barmish Riviera was located in a functionally and operationally obsolete multi-storey industrial manufacturing facility on Carlaw Avenue in downtown Toronto. Antiquated heating and mechanical electrical systems without air conditioning for 300 highly skilled employees in the production of high-end men's garments, was not allowing Barmish to grow.
Challenge:
After a lengthy and exhaustive search of existing facilities across Scarborough, East York and North York, no existing buildings met Barmish's specific needs for a 40-50,000 square foot, 100% air conditioned garment manufacturing facility. An alternate strategy of locating a vacant site to 'build-to-suit" was decided. The needs of public transit access, proximity to major arterial roads for the receipt and delivery of materials, and consideration of employee demographics were all important considerations. Because most of the employees resided in the Scarborough area there was a strong preference to remain there.. The building had to be completed and fully operational by October 30, 2002.
Solution:
A five acre site at 191 Ashtonbee Road was located and sold to Barmish Riviera which met all of the search criteria. The design build approach which involved the invitation of four different design build companies to bid for the construction of a 45,000 square foot facilty with a specific delivery date was embraced by Barmish Riviera. The Request for Proposal document was prepared by Ed King, an engineer employed by CB Richard Ellis with over 30 years experience in the design build business. The RFP set out the specific parameters by which each design builder submited a sealed bid. After the bids were received and analyzed, meetings were held with Barmish Riviera and each of the Design Builders presented their specific and unique building designs incorporating the outline specifications set out by Ed King. After several meetings, Circon Construction was selected by Barmish because of the esign, their experience, and their familiarity and comfort in dealing with Scarborough officials, and their competitive price.
In the End:
Barmish Riviera found a new home for its 300 highly skilled employees. The tight timeline for delivery was kept by Circon as promised. The competitive nature of the design build process and the quarterback in the name Ed King writing the building specifications combined with the negotiating skills of Gary Williamson ensured that Barmish Riviera was receiving excellent value and were protected at the bargaining table.
Comments:
CB Richard Ellis and Circon Construction delivered the facility on time and on budget. Barmish met their corporate objectives by moving their 300 employees into a state of the art facilty. The design build process has built in protection for the owner because the price is set once the building specifications are agreed to.
